Over the past year, we have followedthe guidance of The Thought onSocialism with Chinese Characteristics for a New Eraof President Xi Jinping, fully, accurately and comprehensively implemented the new development concepts, deepened the implementation of the “Three-Year”activities, concentrated efforts towin the “Eight Hard Battles”, earnestly implemented the “One-Six-Four”work layout of Chinesemodernization in Yan’an and the annual work arrangements of the CPC Committee with the theme of “12345”, and made every effort to keep a stable status ofemployment, enterprises, markets and expectations. As a result, the economic and social development has achieved new achievements. The gross domestic product (GDP) increased by 4.3%, local fiscal revenue rose by 0.2%, and the per capita disposable income of urban and rural residents increased by 4.9% and 6% respectively.
(I)The economy has been developing steadily with progress. Actively responding to the continuous decline in oil and gas prices, supporting output value growth with the release of high-quality production capacity, four coal mines including Che Cun No.1 and a 15 billion cubic meter natural gas production capacity doubling project have been completed and put into operation. The Shaanxi-Anhui DC transmission project is advancing in an orderly manner, and 1.52 million kilowatts of new energy installed capacity has been added. The output of coal, crude oil production, crude oil processing, natural gas and cigarettes increased by 8.8%, 0.2%, 1.2%, 9.8% and 4.8% respectively, and the added value of industrial enterprises above designated size rose by 5.4%. The apple output reached 5.28 million tons, with an increase of 5.6%. Yan’an apples have been taken to the spacefor twelve times. 70,000 mu of high-standard farmland was newly built or renovated. The grain output was 760,000 tons, and the added value of the primary industry increased by 4%. A subsidy of RMB 285 million Yuan was issued for the exchange of usedconsumer goods for new ones, driving consumption by RMB 3.19 billion Yuan. A national-level cultural and ecological protection zone in northern Shaanxi was established. Events such as the Red Half Marathon were widely praised. The total retail sales of consumer goods increased by 6.2%.
(II)The development momentum has been accelerating and accumulating. We have deepened and carried out the “High-Quality Project Promotion Year”activities. We resolved 1,040 bottlenecks and difficulties, and 137 projects including Yan’an Crude Oil Reserve Depot and Baota Water-based Industrial Paints were completed and put into operation. The municipal key projects achieved an investment of RMB 111.88 billion Yuan, with social capital, industries, and manufacturing projects seeing the growth rates of 11.2%, 13.2%, and 12.8% respectively. The reform of state-owned enterprisesinvolving “four types of companies”has been initiated and implemented, and the first state-owned capital operation company at the prefectural level in the province has been established. 37 items of “efficiently accomplishing a task”have been implemented, and 272 “large-scale enterprises meeting specific thresholds”were newly added. The QinChuangYuan Platform(Yan’an) Innovation Promotion Center has been awarded as a pilot for the industrialization of high-tech achievements under the National Key Research and Development Program. The total value of imports and exports increased by 34.9%, and the actual use of domestic investment rose by 12.8%, ranking the second in the province.
(III)The pace of urban-rural integration has been accelerated. The entire Ring RoadExpressway in the east has been completed, and the subgradeof Wuqi-HuachiExpressway has been connected. The smoothtraffic projects such as the station square of the railway station and the micro-renovation of Yinjiagou intersection have been completed. The traffic congestion in the urban area has been initially alleviated. 129 old and shattyresidential areas have been renovated. The county GDP has increased by 4.5%, 0.2%higher than the city’s average. The new quality industrial parks of “Five Concentrations and Five Zones” are being accelerated for constructed. Yan’an High-tech Zone upgradedto a national-level high-tech zone has passedthe evaluation and review ofthe Ministry of Industry and Information Technology. Two industrial parks have been established as provincial-level economic development zones, and eight industrial parks have been established as provincial-level industrial parks. The Conference on Social Etiquette and Civility in Rural Areas was successfully held in our city. 110 provincial-level “Million Project”demonstration villages and 110 municipal key villages have been created.
(IV)People's livelihood security has been further strengthened. The Weekly “Relief Work” addressed 512 demands for people’s livelihood, including real estate registration, and the "Top Ten People’s Livelihood Projects" such as the one-yuan fare for urban buses were all completed. 16,000 new urban jobs were created. The "Baota Maternity Nurse" and "Yanchang Barbecue Chef"were awarded provincial-level labor brands. The group-based education system covered 133 schools and benefited 157,000 students. The expansion and renovation project of the Municipal People's Hospital has been completed and put into use. The comprehensive index of air quality in urban areas improved by 9.8% year on year, and the rate of excellent water quality at national, provincial and municipal controlled sections was 100%. The 8thMunicipal Sports Meeting and the 2ndNew “September 1st” Expansion Sports Meeting were successfully held. The film Northwest Yearsshot in Yan’an won the award of the Magnolia Award Committee, and the Yan’an Poemsjointly held with CCTV showcased the charm of the sacred land.
(V)The society is safe and stable generaiiy. We have carried out the three-year action to fundamentally improve safety production, effectively dealt with the sudden floods in Wuqi and Zhidan, and the number of production safety accidents and the number of deaths decreased by 21.1% and 23.3% respectively. We have steadily advanced the construction of a safe Yan’an and law-based governance in Yan’an, with the number of visits by the public to Beijing and the number of batches decreased by 15.1% and 17.3% respectively, with criminal and public security cases decreased by 13.6% and 18.1% respectively, and the satisfaction rate for social security reached 98.97%.
New achievements have been made in areas such as national defense mobilization, veterans’ affairs, ethnic and religious affairs, foreign affairs and consular affairs, meteorology, local chronicles, supply and marketing, the disabled, trade unions, youth affairs, women and children.
