The past year marked a crucial stage in achieving the goals and tasks outlined in the “14thFive-Year”Plan. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we fully implemented the spirit of the 20thNational Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 20thCentral Committee. We comprehensively acted on General Secretary Xi Jinping’s important instructions during his successive inspections inShaanxi Province. Under the strong leadership of the Shaanxi Provincial Party Committee of the CPC and Shaanxi Municipal People’s Government, as well as the Yan’an Municipal Party Committeeof the CPC, we deepened and expanded the “Three-Year Campaign,” vigorously developed the county economy, private economy, open economy, and digital economy, and earnestly implemented the “12345” annual work planof Yan’an Municipal Party Committeeof the CPC. With unremitting efforts, we achieved steady economic growth, improved people’s well-being, and effectively mitigated risks, accomplishing the targets set by the Fourth Session of the Sixth Yan’an Municipal People's Congress. The “1-6-4” work framework for Chinese modernization in the new era in Yan’an has achieved breakthrough momentum. GDP reached RMB 238.34 billion Yuan, up by 5.5%; fixed asset investment grew by 6.5%; local fiscal revenue increased by 5.2%; and the per capita disposable income of urban and rural residents rose by 4.1% and 7.4% respectively.
(I) Coordinated force of policy guidance and enhanced scheduling drove sustained economic improvement. We fully implemented national stock policies and a package of incremental policies, introduced specific measures to stabilize industry and boost consumption, and strengthened deviation management and penetrating scheduling of major indicators, ensuring a robust and positive fundamental economic performance. The generalplan for the Zichang Mining Area was approved. The 2.1 billion cubic meter capacity project in the northern part of the central Yan’an Gas Field and seven coal mines, including Checun No. 1 Mine, were completed. Theinstalled capacity of new energies increased by 1.13 million kW. Crude oil processing reached 9.825 million tons, upby2.2%; raw coal production reached 56.62 million tons, up by 4.8%; natural gas output reached 11.22 billion cubic meters, up by 12.7%; LNG production reached 2.282 million tons, upby6.5%; electricity generation reached 35.77 billion kWh, up by 65.1%; and cigarette output value grew by 0.8%. Value-added output of industries above the designated size grew by 7.5%. The Xinhua · China (Yan’an) Apple Industry Index and the Yan’an Apple Regional Public Brand Upgrade Strategic Plan were released. Yan’an apples “go tospace nine times,” with output exceeding 5 million tons and the full industry chain output value reachingRMB55 billion Yuan. We built and upgraded 267,000 mu of high-standard farmland, sowed 2.256 million mu of grainswith an output of 752,000 tons, and produced 1.7 million tons of fruitsand vegetables. The added value of the primary industry grew by 4%, ranking the first in the province for six consecutive years. The Qiankun Bay Scenic Area in Yanchuan was designated as a national 5A-level tourist attraction, while Nan’niwan Scenic Area and Zhidan Baoan Revolutionary Site Scenic Area became 4A-level attractions. GoldenYan’an was selected as a national cultural industry demonstration base. Events such as the Yan’an New District Marathon and Naniwan Marathon were held. The city received 47.315 million tourist visits, up by 12.7%, with total tourist spending reaching RMB 38.1 billion Yuan, up by 15.2%. We promoted the replacement of usedconsumer goods with new ones, issuing RMB 166 million Yuanin subsidies to drive consumption of RMB 1.997 billion Yuan. Retail sales of new energy vehicles and communication equipment above the designated size increased by 50% and 58% respectively. Total retail sales of consumer goods grew by 2.4%. The “Wuxi · Yan’an” Intelligent Computing Center was completed and put into operation, and 761 new 5G base stations were built, earning Yan’an a place among the national gigabit cities. Online transaction volume reached RMB 16.26 billion Yuan, upby10.3%. Wuqi was approved as a national digital village pilot, and Yan’an High-Tech Zone was selected as one of the province’s first digital transformation promotion center pilots.
(II) Dual enginesdriving of project constructionand investment promotion steadily enhanceddevelopment potential. The “Four Grasps and Three Comparisons” campaign for key projects was carried out. Municipal and county levels resolved 660 bottleneck issues using the weekly “bottleneck-breaking” mechanism. Key provincialprojects achieved an investment completion rate of 130%, rankingthesecond in the province. Key municipal projects completed an investment of RMB 113.7 billion Yuan, achieving a completion rate of 104.4%. Investments in social capital, industrial projects, and manufacturing projects increased by 15.9%, 16%, and 28.7% respectively. Policy funds totaling RMB 9.08 billion Yuanwere secured, including central budget investments, special bonds, and funds for “double-heavy” and “double-new” initiatives. Key projects such as the Wuqi 2.5 billion cubic meter natural gas purification plant, Ansai solar energy storage, theannual 30,000-ton bean curd skin production facility, the Ganquan Zhongtong Smart Technology E-commerce Industrial Park, and the Yan’an Energy TianyuanIntelligent Equipment project in the High-Tech Zone were completed and put into operation. Projects including the Xi’an-Yan’an High-Speed Railway, Yan’an-Yulin High-Speed Railway, Wangyao Reservoir ExpansionProject, the second-phase power plant projects of Yanchang Petroleum’s Fuxian plant, Shaanxi Coal’s Huangling Diantou plant, and Shaanxi Investment Group’s Ansai cogeneration plant wereprogressing rapidly. Construction has begun on the Guxian Water Conservancy Project and the Shaanxi-Anhui 800 kV power transmission project. Four investment promotion liaison offices were established in Shanghai, Shenzhen, and other cities. Actual utilization of domestic capital reached RMB 21.8 billion Yuan, a growth of 19.8%, ranking the first in the province.
(III) Reform, innovation, and opening-up advancedin tandem, and driving forces for development gatheredmomentum. Sixteen key initiatives, including combined applications for water, electricity, gas, and internet services, as well as medical expense reimbursements, have achieved the objective of “handling a single matter with high efficiency.” The “1+N” cross-provincial remote bid evaluation method has been promoted across the province, and Yan’an was selected as a national pilot city for innovative supervision of commodity trading markets. The “Four Special Actions” for state-owned enterprise (SOE) reform were advanced. The Yan’an Data Group and Energy Equipment Group were established and commenced operations. Municipal SOEs achieved operating revenue of RMB 12.84 billion Yuan, an increase of 9.2%. Municipal and county leaders conducted comprehensive visits to enterprises above the designated size (i.e.,enterprises meeting certain thresholds in five categories: industry, construction, wholesale and retail, hospitality, and real estate). The weekly “problem-solving” mechanism for enterpriseservicewas recognized as a distinctive case of high-quality development in urban manufacturing nationwide, resolving 342 production and operational challenges for enterprises. The number of market entities reached 256,800, including 65,200 enterprises (a growth of 5.5%), with a net increase of 163 enterprises above the designated size. The balance of deposits and loans in financial institutions grew by 9% and 9.9% respectively, with a loan-to-deposit ratio of 74.7%. Loans to SMEsincreased by 6.8%. 40new enterprises and institutions settled in the Qinchuangyuan(Yan’an) Innovation Promotion Center. The Yan’an Energy Technology Incubator was designated as a QinchuangyuanHigh-Energy-Level Science and Technology Incubator. The pilot production line for energy equipment manufacturing was completed and put into operation. The Zhidan Industrial Park and the Luochuan Apple Modern Industrial Park were approved as Qinchuangyuaninnovation clusters for clean and efficient natural gas utilization and the apple industry respectively. A total of 186 scientific and technological achievements were commercialized, with the transaction value of technology contracts reaching RMB 7.85 billion Yuan. The number of technology-based SMEs and high-tech enterprises increased by 31.4% and 47.6% respectively. 15provincial-level “Specialized, Refined, Unique, and Innovative” SMEs and one national-level “little giant” enterprise were newly recognized. The number of provincial-level gazelle enterprises reached 10. Exchanges and cooperation with friendly cities such as Wuxi were deepened. The new district cross-border e-commerce industrial park was completed and put into operation. The Yan’an Grand Trans-Ocean E-Commerce Industrial Park was rated as a National Outstanding Cross-Border E-Commerce Industrial Park. The total value of imports and exports grew by 21.1%.
(IV) Coordinated advancement of urban construction and rural revitalization promotedintegrated urban-rural development. Sponge city initiatives was accelerated, and Yan’an was approved as a provincial pilot for the construction of urban infrastructure lifeline safety engineering. 140 old residential communities were renovated. Key projects were completed, including the comprehensive improvement of the living environment in 10 urban mountain gullies, the comprehensive overhaul of Shifan Road, environmental upgrades in key areas such as the “two stations and one airport” (railway stations and airport), and the construction of Qilipu Park. Huanglong County was selected as a provincial pilot county for the renovation of old urban residential communities. 288 town-level projects to enhance functionality, including industrial support, infrastructure, and public services, were implemented. Construction progressed orderly in 10 provincial-level and 13 municipal-level rural revitalization demonstration towns. 59 demonstration villages under the “ThousandVillage Demonstration and TenThousandVillage Renovation Project” passed provincial evaluation. The penetration rate of sanitary toilets in rural areas reached 82.9%. A three-year action plan for high-quality development of the county-level economy was implemented. 21measures to promote high-quality development in industrial parks were introduced, involving star-rating evaluations and incentive mechanisms. New-quality industrial parks focusing on “Five Concentrations and Five Zones” (concentration of industries, factors, enterprises, technologies, and services; forming industrial clusters, innovation hubs, etc.) were accelerated. The combined output value of county-level industrial clusters reachedRMB145.29 billion Yuan, an increase of 14.8%. Ganquan and Ansai Industrial Parks were designated as provincial-level green parks. The Wuqi oil and gas industrial cluster was selected as a provincial-level characteristic cluster for SMEs. The total county-level economic output reached RMB 190.08 billion Yuan, increasedby 6.3%. Five counties/districts exceeded RMB 20 billion Yuan, accounting for 14.8% of the province’s total, with three exceeding RMB 30 billion Yuan. Huangling, Wuqi, Zhidan, and Baota were listed among the Top 100 Western Counties/Districts. Ganquan and Ansai were awarded “County with Outstanding Contribution” and “County with Development Potential” respectively for high-quality county-level economic development in the province.
(V) Systematic measures in protection, restoration, and pollution control continuously improvedthe ecological environment. Achievements in returning farmland to forest were consistently consolidated, and the construction of the “Three-North” Shelter BeltForest Program was solidly advanced, resulting in the afforestation of 880,000 mu and the management of 912.9 square kilometers of soil erosion area. 188,000 ancient and famous trees were placed under listed protection. Huangling County was approved as one of the first national pilot counties for the protection of ancient and famous trees. The battle against pollution continued relentlessly. The pilot task for clean winter heating was fully completed. The urban area achieved 339 days of good air quality. The proportion of water quality rated as excellent in national, provincial, and municipal-controlled sections has maintained 100% for three consecutive years. The Yanhe River was selected as an outstanding case in the third national batch of Beautiful Rivers and Lakes. The Xuezhang small watershed soil and water conservation project in Baota District completed the first carbon sink transaction in the Yellow River Basin.
(VI) Organic integration of basic guarantees and diversified supply enhancedpeople’s livelihood and well-being. A weekly “worry-resolving” mechanism for serving the public was established, addressing 333 public livelihood appeals at the municipal and county levels, including real estate registration. The “Ten Practical Initiatives for People’s Livelihood,” such as providing free breakfast for sanitation workers, were completed. Yan’an was approved as a national demonstration project for enhancing public employment service capabilities, adding 16,500 new urban jobs. The demonstration project for the reform and high-quality development of public hospitals accelerated implementation. The close-knit urban medical group of the Yan’an People’s Hospital commenced operations, maintaining the rate of medical treatments within the county at over 90%. 100 compulsory education schools in disadvantaged conditions were renovated. The first batchof 300 locally funded government-subsidized teacher trainees was enrolled. The enrollment rate in regular senior high schools increased to 68.5%. Yichuan and Huanglong were recognized as National Counties for Universal and Inclusive Preschool Education. Yan’an University was approved as a doctoral degree-granting unit. Yan’an was selected for the national project to enhance basic home and community elderly care services. Lifesubsidies for persons with disabilities facing difficulties aged 18 and above were increased to RMB 100 Yuan. The basic pension subsidy standard for urban and rural residents was raised by RMB 60 Yuan. Yichuan’s “integrated assistance” mechanism was listed by the State Council’s comprehensive inspection as a typical case promoting high-quality development. 5,463 delivered housing units were completed. The Yan'an Baota Mountain Protection Regulations were formulated and promulgated. The Yan’an Museum and the former site of the Border Region Government's Liaison Office completed their exhibitions and opened to the public. The TV series Northwest Years, filmed in Yan’an, was broadcast to wide acclaim. Events such as the National Youth Cross-Country Skiing Championships, the Chinese Women’s Super League Shaanxi Zhidan Home Matches, the Chinese Football Association Division Two Yan’an Ronghai Home Matches, and the Youth Football Tournament of the Shaanxi-Gansu-Ningxia Revolutionary Old Area were hosted. Athlete Yang Hao, trained and sent by Yan’an, won the gold medal in the men’s synchronized 10-meter platform diving at the Paris Olympics, achieving a breakthrough of zero Olympic gold medals for Yan’an.
(VII) Synchronic results of scientific prevention and effective governance ensuredsocial harmony and stability. Service support for the Central Military Commission Political Work Conference was completed, receiving full affirmation from central, provincial, military, and local leaders. Nine Major Initiatives to address root causes and tackle tough issues in work safety were advanced. Emergent floods in Wuqi and Zhidan were effectively responded to. Risks and hidden dangers in key areas were thoroughly investigated and rigorously addressed. The number of work safety accidents and fatalities decreased by 34.6% and 41.3% respectively. Annual government debt resolution tasks were completed. All arrears to enterprises within the accounted list were cleared as required. The legalization of petitioning work was solidly advanced, with petitions to the provincial level and Beijing decreasing by 17.8% and 33.4% respectively. The campaign to combat organized crime and root out local gangs was routinely advanced. New types of telecom and cyber fraud, along with other illegal activities, were severely cracked down on. The public satisfaction rate with social order reached 98.98%. ZaoyuanPolice Station was awarded the national title of “Model Public Security Unit.”
New achievements were made in national defense mobilization, veteran affairs, ethnic and religious affairs, foreign and overseas Chinese affairs, meteorology, local chronicles, archives, housing provident fund, supply and marketing cooperatives, trade unions, services for persons with disabilities, youth affairs, and women and children’s work.
