Overview
On May 13,1941, the CPC Central Committee decided to merge the Northwest Working Committee of the CPC Central Committee established in early 1939 with the Central Bureau of the Shaanxi-Gansu-Ningxia Border Region to form the Northwest Bureau of the CPC Central Committee to strengthen the CPC's leadership over all aspects of the work in the northwest region (including the Shaanxi-Gansu-Ningxia Border Region). The Secretary was successively served by Gao Gang, Peng Dehuai, and Xi Zhongxun. In September 1942, the Northwest Bureau was moved from Zhangya Village in the north of Yan'an to its current site. In March 1947, the Northwest Bureau of the CPC Central Committee evacuated from Yan'an and transferred to northern Shaanxi. On April 21,1948, our army recovered Yan'an. In mid-May, the Northwest Bureau moved back to Yan'an and was located in Wangjiaping. On June 14,1949, the Northwest Bureau moved to Xi'an.
The Former Site of Northwest Bureau of the CPC Central Committee is located in Huashibian which is in the west side of Nanchuan River, south of Yan’an’s urban area, Shaanxi Province. It is the merged unit of key cultural relics under national protection and an important material and cultural heritage. It has made a great contribution to implement the route, principles and policies, making the Shaanxi-Gansu-Ningxia Border Region a model of Anti-Japanese democratic base .
In the Former Site of Northwest Bureau, there are more than 20 stone cave dwellings and clay cave dwellings, as well as four brick-wood structure tiled houses preserved; In the Former Site of Zhangya Branch of Northwest Bureau, only part of the clay cave dwellings were remained. In the Former Site of Huashiyabian, there are 11 stone cave dwellings remained. In July 1994, the Yan'an District Cultural Relics Administration Commission set up a landmark monument here.

Establishment of the Central Northwest Working Committee
In early 1939, the CPC Central Committee decided to establish the Northwest Working Committee of the CPC Central Committee, with Zhang Wentian as its Secretary. The Northwest Working Committee was in charge of Party work in all northwest China (including Shaanxi, Gansu, Ningxia, Qinghai, Xinjiang and Inner Mongolia) except for the Shaanxi-Gansu-Ningxia Border Region.
The Northwest Bureau of the CPC Central Committee was established
In September 1940, the Party Committee of the Shaanxi-Gansu-Ningxia Border Region was changed into the Central Bureau of the Shaanxi-Gansu-Ningxia Border Region. On May 13,1941, the CPC Central Committee decided to merge the Northwest Working Committee of the CPC Central Committee established in early 1939 with the Central Bureau of the Shaanxi-Gansu-Ningxia Border Region to form the Northwest Bureau of the CPC Central Committee to strengthen the CPC's leadership over all aspects of the work of the northwest region (including the Shaanxi-Gansu-Ningxia Border Region). Gao Gang was appointed as Secretary, Gao Gang, Wang Shitai, Zhang Bangying, Lin Boqu, Chen Zhengren, Xiao Jinguang as members, and Jia Tuofu and Li Zhuoran as the alternate members. After the establishment of the Northwest Bureau, working was still carried in Zhangya, Yan'an. In September 1942, it was moved from Zhangya to Huashiyabian outside the south gate of Yan'an.
The Northwest Bureau senior cadre meeting was held in the Northwest Bureau auditorium.
From October 19,1942 to January 14,1943, the meeting of senior cadres of the Northwest Bureau was held in the newly completed Northwest Bureau auditorium in Huashiyabian. The meeting has been lasting for 88 days with 266 delegates attending the meeting, including 97 leaders from the Party, government, military, civilian and students in the Shaanxi-Gansu-Ningxia Border Region, 52 leaders from the Party, government and military brigades, and 117 leaders from the Party, government and military regiments at the county level. In addition, there were 209 people as a observer at attendance. During the meeting, all members of the Central Senior Study Group and most of the important cadres studying at the Party School of the CPC Central Committee also attended the meeting. During the preparation and convening of the meeting, the CPC Central Committee appointed Ren Bishi as the guider of the meeting. At the meeting, Mao Zedong delivered a lecture on Twelve Articles of Stalin on the Bolshevization of the Party and a report of Economic and Financial Issues. Zhu De, Liu Shaoqi and Chen Yun also made important speeches during the meeting. This meeting was a very important meeting in the history of the Communist Party of China, and it was conducted under the direct leadership of the CPC Central Committee. The meeting comprehensively summarized the history of the Shaanxi-Gansu-Ningxia Border Region. The work of the border area had been systematically inspected, and this meeting was the continued deepening and development of the rectification movement in Yan’an.
